Valuing what doesn't fully exist yet is its own discipline. New-construction assignments are developed from plans, specifications and builder contracts to an "as-completed" value; renovation assignments establish value subject to the proposed work. Both require reading plans carefully and knowing what the finished product will actually be worth in its specific market.
